CO-101: Excellence in Conduct of Operations for Operating Facilities at the Department of Energy

This 2-day workshop has been taught at Department of Energy facilities and covers DOE Order 422.1 for Conduct of Operations Programs at DOE and NNSA projects. The workshop emphasizes the roles and responsibilities of front line supervisors and managers, providing them with tools and guidance that establish a set of behavioral-based standards of excellence, and tools for identifying at risk behaviors that must be stopped and error likely situations that must be avoided. 

After completion of this course, students will understand why Conduct of Operations is “a vital barrier for preventing injury, environmental insult or asset damage,” and learn the skills and techniques needed to achieve excellence in Conduct of Operations.

PART I – Con Ops Regulatory Requirements and Operating Experience​

  1. Terminal and Enabling Objectives
  2. Operating Experience
  3. Video: Preventable Workplace Accident
  4. Lessons Learned from Various Industries 
  5. Regulatory Basis: DOE O 422.1, Conduct of Operations
  6. Purpose and Goals of Con Ops Programs
  7. Class Exercise: hazards and targets specific to your facility
  8. Review of DOE’s 18 Conduct of Operations Program Elements

PART II – Strategies for Achieving Excellence in Con Ops​

  1. Behavioral-Based Discussions
  2. Pre-job briefings
  3. Job Site Reviews
  4. Effective Communications (Class Exercise)
  5. Control of System and Equipment Status
  6. Lockout-Tagout
  7. Independent Verifications
  8. Class Exercises: For each of the Con Ops elements covered in class, identify excellent behaviors that define and rate how well your specific facility displays those behaviors; chart the results on a Pareto Chart.  Identify at-risk behaviors specific to your site and rate them – chart the results on a Pareto Chart
  9. Reducing the Frequency of Events: Identifying & focusing on critical steps; Situational Awareness: Understanding Events & Identifying Error Likely Situations
  10. Class Exercise: Brainstorm the most prevalent error likely situations at your site and chart the results on a Pareto Chart

PART III – Additional Guidance for Front Line Managers/Supervisors​
