The Clean Air Act (CAA) tasks EPA with returning our national forests and parks (Class I areas) to natural visibility conditions. Visibility impairment is produced by sources and activities that emit fine particles and their precursors (such as SO2, NOx, and PM). The EPA, states, and regional planning organizations (RPOs) already went through the 1st Planning Period Regional Haze regulations, which ended December 31, 2018, and are embarking on the 2nd Planning Period (2018 – 2028).
The 2nd Planning Period requires states to examine all sources regardless of type and potential impacts on visibility and prepare Regional Haze SIPs by July 2021; however, many states are looking to finalize the rule by mid-2020. This webinar series will discuss the 2nd Planning Period and how it could impact sources including non-major sources and even those previously subject Best Available Retrofit Technology (BART) sources. The presentation will also cover key differences between the technical analyses associated with the 1st Planning Period and 2nd Planning Period, 2nd Planning Period steps including source screening, how photochemical modeling will be used, and strategies for sources.
